世界渡靈協會創會理事長:杜淑蘭,1952年11月17日出生於台灣台南,她於1980年7月7日 (農曆)中午看到白衣騎龍觀世音菩薩,聽到天界聲音說:看到白衣觀音即看到自己,同時也開啟與萬靈銜接溝通的能力.之後,開始有靈界聖靈於夢中教導她有關萬靈的信息,也告訴她是萬靈的和平使者.從此,理事長即遵照聖靈的指引,以慈悲博愛的真心照顧萬靈.她與生俱有非常特殊的萬靈通靈能力,她能與宇宙聖靈合一,以博愛的方式與各物種的萬靈連結溝通,使萬靈的意識能量狀態得到淨化,進而轉化成和諧意識能量狀態.
世界霊界協会の創立総裁である杜叔蘭は、1952年11月17日に台湾の台南で生まれ、1980年7月7日（旧暦）の正午に、白装束で龍に乗った観音菩薩を見、天界から「白装束の観音様を見ることは、自分自身を見ることであり、すべての霊と交信する能力を開いた」という声を聞いた。 その後、霊界の聖霊が夢の中で霊魂について教え始め、自分は霊魂たちの平和の使者であると告げた。 それ以来、彼女は聖霊の導きに従い、慈愛と愛をもって精霊たちの世話をしてきた。 彼女は生まれながらにして、ユニバーサル・スピリットと一体化し、あらゆる種族のあらゆる精霊たちと愛に満ちた方法でつながり、彼らの意識エネルギー状態を浄化し、調和のとれた意識エネルギー状態に変容させることができる、非常に特別なサイキック能力を持っている。
